Proposition 35: Health Care Tax

Proposition 35 would make permanent the existing tax on managed health care insurance plans, which provides revenues to pay for Medi-Cal health care services. Also, new rules would direct how the state must use the revenue. Ed summaries the arguments for and against the proposition.
